Big changes are on the horizon for Cumberland County’s community venues and outdoor spaces, thanks to a multi-million dollar boost from the state and local initiatives.

In a recent interview, Cumberland County Mayor Allen Foster outlined a series of major development projects, headlined by a state-funded overhaul of the arena at the Cumberland County Community Complex—locally known as the fairgrounds—alongside potential additions to Cumberland Mountain State Park.

Weatherproofing the Fairgrounds Arena

The county has officially secured a $5 million grant from the State of Tennessee dedicated entirely to upgrades at the Community Complex arena.

According to Mayor Foster, the primary goal of the project is to erect a cover over the arena to prevent weather disruptions that frequently lead to rainouts. The facility, which routinely hosts rodeos, tractor pulls, and community shows, will also see functional improvements including:

• Integrated ventilation systems to accommodate motorized events

• Upgraded seating capacity and comfort

• New and modernized concession stands

• Expanded restroom facilities

While the $5 million grant is strictly allocated for the arena work, the county is also actively exploring funding options to build a separate, dedicated event and meeting space at the Community Complex to address a local shortage of conference venues. The county has hired an architectural firm to begin designing the fairground projects, after which the engineering and bidding processes will begin.

Proposed Boutique Lodge at Cumberland Mountain State Park

Beyond the Community Complex, state officials are setting their sights on Cumberland Mountain State Park. Separate state funding championed by House Speaker Cameron Sexton has been allocated to conduct a feasibility study for a new, small “boutique” inn or lodge within the park.

“That would be a great addition out there,” Foster noted regarding the proposed state park lodge, though he clarified that the state’s timeline and early planning phase for the park project remain distinct from the county-led arena upgrades.

Mayor Foster expressed deep gratitude toward Speaker Sexton for securing the $5 million grant, adding that the local community has long voiced a desire for these facilities to be improved.

Architectural planning for the Community Complex is currently underway, with project construction timelines to be announced following the completion of engineering designs and the contractor bidding process.
