MARYVILLE CONTRACTOR ARRESTED ON 24 FELONY COUNTS FOR FENCING SCAM
A local contractor was arrested Sunday following a grand jury indictment for allegedly scamming at least a dozen Blount County residents out of more than $40,000.
Thaddeus James Foster, 54, owner of Foothills Fence Company, faces 12 felony counts of fraud by a home improvement provider and 12 felony counts of theft.

The Investigation: The Blount County Sheriff’s Office launched an inquiry in June after multiple victims reported hiring Foster’s company to install fences.

The Modus Operandi: Investigators found that 11 county residents and one Maryville city resident each paid Foster a 50% down payment. Foster reportedly never began or completed the work, nor did he refund the money, totaling over $40,000 in losses.

Current Status: Foster was served with 24 indictments on Sunday and released on a $95,000 bond.
He is scheduled to appear in court at 9 a.m. on September 25, 2026. Authorities note that the investigation remains active and additional charges may be filed.
