A local home improvement provider appeared on the Cumberland County General Sessions Court criminal docket today for a review hearing following allegations that he accepted thousands of dollars for a residential project and failed to perform any work.

According to court documents, Patrick Michael Picard was charged with home repair fraud—specifically failing to refund money between $2,500 and $10,000.

Key Details of the Allegations

• The Incident: On September 26, 2024, Picard entered into a $4,600 contract with a local resident, to build a fence at her property on Lige Road.

• The Exchange: The victim met Picard in the parking lot of the Crossville Lowe’s, where she paid him $3,200 in cash up front for supplies and labor.

• Zero Progress: Investigator Bobby Moore noted in the affidavit that no work was ever performed on the project following the initial payment.

Consumer Complaints & Court Action

In February 2025, the victim attempted to resolve the issue by sending a certified demand letter to Picard’s last known address and forwarding a copy to the Tennessee Department of Consumer Affairs. The certified letter was returned as undeliverable, and Picard made no further attempts to resolve the situation or refund the money.

Following an investigation by the Cumberland County Sheriff’s Office, an arrest warrant was issued, leading to the formal charge filed in October 2025. Picard is currently represented by a public defender as the case proceeds through the Cumberland County General Sessions Court.
