LAWSUIT FILED AGAINST WOMAN FOR CLUTTERED PROPERTY
A lawsuit has been filed against a Roane County woman by the county to try to get her to come into property guidelines. Officials say Helen Hayes home on Bluff Road in Harriman has debris all in the front yard including clothing, empty bottles, trash bags and mattresses that are piling up. Officials say a court order was filed against Hayes early last year but was not complied with. She was ordered to report to court in Roane County in June of this year and did not appear. That is when a warrant was issued for her arrest. Hayes was arrested in Cumberland County this month (November 2017) for failing to report to court regarding the lawsuit. Hayes posted bond and has a new court date set in Roane County for December 7, 2017. Depending if any progress is made with the clean-up of her property, officials hope a judge will give her an additional 30 days to continue cleaning the property. If Hayes does not comply, officials say the judge can order her to jail or have the county clean it. Roane County’s code resolution regarding cluttered properties prohibits the growth of trees, vines, grass, underbrush, or the accumulation of debris, trash, litter, garbage, or any combination of the preceding elements, so as to endanger the health, safety and welfare of other citizens. The guidelines state that the growth of trees, vines and underbrush shall not be allowed to reach more than 24 inches in height within a residential or commercial community located within 250 feet of a neighboring structure for not more than 15 calendar days. Grass shall not be allowed to be over 12 inches in height for more than 15 calendar days. The accumulation of debris shall not be allowed to exceed 100 square feet or greater for more than 15 calendar days. Trash, litter and garbage shall not be allowed to exceed 1 cubic yard, when not within receptacles for more than 15 calendar days.
