LUCA ARRESTED FOR PUBLIC INTOXICATION
On Saturday, around 8:21 p.m., Officer Amy Sherill was dispatched to the area of Bootleggers on Highway 70 East about an intoxicated male. Upon arriving on the scene she observed an Amerimed Ambulance pulled over into a parking lot with a man sitting on the ground.
An employee of Amerimed told the officer that while he was driving to Cumberland Medical Center to pick up a transport, he noticed a man crawling in a ditch on his hands and knees and pulled the ambulance over to make sure the man hadn’t been struck by a vehicle.
Instead, the employee discovered the man was extremely intoxicated. The man was identified as Cecario Velasquez Luca, and he was described in the report as having a strong alcoholic odor and bloodshot watery eyes.
Luca said he had been drinking earlier and was attempting to walk home. When asked to stand up, he had difficulty maintaining his balance once standing and had to be assisted in standing upright and walking.
Luca was deemed to be a danger to himself due to his intoxicated state and his inability to walk without assistance as well as his proximity to a busy roadway.
He was placed into custody and transported to the Cumberland County Sheriff’s Office where he was charged with public intoxication.
