The Crossville City Council met this evening. Here is highlights from the meeting:

STUDENT OF THE MONTH

The city council recognized 2^nd grader Rosie Patterson from Martin Elementary School as the Student of the Month for December 2019. Her teacher says Rosie is a great example for others by showing a caring spirit.

ORDINANCE AMENDING FISCAL YEAR 2019-2020 BUDGET FOR MEADOW PARK LAKE PROJECT

Crossville City Council passed on first reading an ordinance pertaining to amending the fiscal year 2019-2020 budget for the Meadow Park Lake Project. It deals with the future of water supply in the city.

Currently, Meadow Park Lake Water Treatment Plant has a current capacity of 3.5 million gallons a day with a maximum capacity of 14 million gallons a day. Holiday Hills Water Treatment Plant has a current capacity of 4 million gallons a day with a maximum capacity of 5.5 million gallons a day. That makes a total from the two plants of a current capacity of 7.5 million gallons a day with a maximum capacity of 19.5 million gallons a day. In the reservoirs, Meadow Park Lake has a safe yield of 3.58 million gallons a day, Holliday Hills has a safe yield of 5.34 million gallons a day and Lake Tansi has 3.5 million gallons a day.

According to the water moderate usage forecast, Crossville, West Cumberland Utility District Crab Orchard Utility District and industrial growth will demand 8.06 million gallons of water a day in the year 2037. The number is projected to rise to 10.98 in the year 2067.

According to the water high usage forecast, Crossville, West Cumberland Utility District Crab Orchard Utility District and industrial growth will demand 9.19 million gallons of water a day in the year 2037. The number is projected to rise to 12.05 in the year 2067.

One project being considered is raising the Meadow Park Lake dam. Meadow Park Lake was constructed in 1938. If raised, it would increase the safe yield of water from 3.58 million gallons a day to 4.8 million gallons a day.

The plan to improve the water supply would come in three phases. Phase one calls for raising Meadow Park Lake dam and relocating the raw water intake there. That will take a projected 39 months to complete.

Phase two would expand Meadow Park Lake to 7 million gallons of water a day. That will take an estimated 2 years to complete.

Phase three has two options. Option one would further expand Meadow Park Lake to 12.25 million gallons of water a day, improve the raw water intake at Holliday Hills, install a new treated water distribution line and demolish the Holiday Hills water treatment plant.

Option two is construct a new Holiday Hills water treatment plant that can handle 5.5 million gallons of water a day. That would take two years to complete, according to the report.

If approved, phase one would begin in 2019 and finished in 2026. Phase two would start in 2030 and Phase three in 2040.

ORDINANCE AMENDING THE FISCAL YEAR 2019-2020 BUDGET FOR AIRPORT RUNWAY PAVING

On second reading, the city council approved a budget amendment for runway paving for the Crossville Memorial Airport at an adjusted cost of $30,620.

ORDINANCE PERTAINING TO MARINERS POINTE DRIVE NAME CHANGE

The city council passed on first reading changing the name of Mariners Pointe Drive to Pointe Landing.

APPROVAL OF TEMPORARY STREET CLOSINGS FOR FRIDAY AT THE CROSSROADS

The city council approved temporary street closings (the regular streets that are closed for this event) for Friday at the Crossroads for April 3, June 5, August 7, October 2 and December 4, 2020.

APPROVAL OF CONTRACT FOR REPAIR TO PALACE THEATRE

The city council approved a contract with Upland Design Group in the amount of $5,000 for the restoration of brick and stone to replace defective mortar. The contract also  calls for a water repellant coating for the brick and stone.

ADDITIONAL ITEMS

The city council also approved work authorization for an airport construction clearing grant and a contract amendment with CT Consultants for the Main Street and Lantana traffic signal replacement project.

PURCHASES

The city council approved the purchase of new handguns for the Crossville Police Department at a cost of just over $9,000 and a 2019 Ford F-150 crew cab 4 wheel drive to use at Meadow Park Lake at a cost of $29,344.

WATER LEAK ADJUSTMENT PROGRAM APPROVED BY CROSSVILLE CITY COUNCIL

The Crossville City Council approved a contract with Water Leak Relief last night.

Effective February 1, 2020, all water and sewer customers in the city will be auto enrolled in the program that will provide coverage for water bills in the event of a leak.

City Manager Greg Wood told 105.7 News that customers could choose not to participate in the water leak relief but if they experience a leak, the bill will be solely the customers responsibility to pay.

For $1.65 per month, City of Crossville and Catoosa Utility District residential customers will have water leak protection on their water bills. Commercial rates will be $5 for single occupancy and $9.75 for multiple occupancy.

Water Leak Relief exists to ease the burden associated with water and sewer leaks. Water leak relief will pay the difference between a customer’s average monthly water bill, based on the last 12 months, and the qualifying water leak bill amount, up to the customer’s service limit amount. It also applies to sewer leak, water line breaks and sewer line breaks. The program works when water customers are auto enrolled into the Water Leak Relief and Sewer Leak Relief at the service limit. After an initial 30 day waiting period, all participating customers will have access to these services. Customers that do not wish to participate may call the Water Leak Relief hotline to opt out of the service. The city would make a monthly payment to Water Leak Relief based on the number of customers participating. When a water or sewer leak takes place, Water Leak Relief/Plateau Insurance will work with the city utility staff to obtain information to process the claim. Once the claim is processes, Water Leak Relief sends a check to the utility for the difference between the water customer’s average monthly bill and the qualifying leak bill amount, up to the customer’s service limit amount. The city would choose an administrative fee to be placed on water customers for the leak relief program. A customer with water leaks can file up to two claims in a two year period.

CITY MANAGERS REPORT

Sales tax collections in Crossville last month was the highest recorded for a November since fiscal year 2012/2013. That is according to the city manager’s report to the Crossville City Council for their meeting tonight. The city took in $721,710. In wholesale beer tax for last month, the city collected $54,046. In liquor taxes, the city collected just over $50,000 last month bringing the fiscal year total to $219,123.

The Crossville City Council reviewed the latest monthly report (November 2019) from the police department presented by the city manager. It states officers made 139 arrests and wrote 174 citations last month. Of the arrests noted, 48 were outstanding warrants served, 14 drug violations and 13 for shoplifting. The report indicates a continued rise in juvenile arrests with 10 on charges of credit card fraud, assaults, drug violations and runaways. Officers also responded to 95 accidents last month.
