Here is a recap of the work session held last night by the Crossville City Council November 5, 2019. All items approved from the work session last night will be placed on the regular meeting agenda for November 12, 2019 for a vote, unless indicated at the end of each story.

PRESENTATION OF WATER LEAK ADJUSTMENT PROGRAM

The Crossville City Council started off their work session with a presentation from Water Leak Relief. The company exists to ease the burden associated with water and sewer leaks. Water leak relief will pay the difference between a customer’s average monthly water bill, based on the last 12 months, and the qualifying water leak bill amount, up to the customer’s service limit amount. It also applies to sewer leak, water line breaks and sewer line breaks. The program works when water customers are auto enrolled into the Water Leak Relief and Sewer Leak Relief at the service limit. After an initial 30 day waiting period, all participating customers will have access to these services. Customers that do not wish to participate may call the Water Leak Relief hotline to opt out of the service. The city would make a monthly payment to Water Leak Relief based on the number of customers participating. When a water or sewer leak takes place, Water Leak Relief/Plateau Insurance will work with the city utility staff to obtain information to process the claim. Once the claim is processes, Water Leak Relief sends a check to the utility for the difference between the water customer’s average monthly bill and the qualifying leak bill amount, up to the customer’s service limit amount. The city would choose an administrative fee to be placed on water customers for the leak relief program. A customer with water leaks can file up to two claims in a two year period.

The proposed service fees and limits are as follows based on $2,500 service limit:

WATER LEAK AND SEWER LEAK RELIEF

RESIDENTIAL – $1.40 a month fee per customer

COMMERCIAL (single occupancy) – $4.70 a month fee

COMMERCIAL (multiple occupancy) – $9.45 a month fee

WATER LINE RELIEF – $10,000 service limit per line break, limit to 1 claim a year

RESIDENTIAL – $4.90 a month fee

COMMERCIAL (single occupancy) – $13.45 a month fee

COMMERCIAL (multiple occupancy) – $26.95 a month fee

SEWER LINE RELIEF – $10,000 service limit per line break, limit to 1 claim a year

RESIDENTIAL – $6.45 a month fee

COMMERCIAL (single occupancy) – $13.45 a month fee

COMMERCIAL (multiple occupancy) – $26.95 a month fee

The city council will review the proposal further and discuss it further at a future meeting.

REQUEST FOR TEMPORARY STREET CLOSING FOR CROSSVILLE CRUISERS

The Crossville Cruisers is requesting Main street be closed for the upcoming 2020 downtown cruise in season. The dates are as follows, April 25, May 23, June 27, July 25, August 22, September 26, and October 24th. Closure time would be noon until 4 p.m. central time. In addition the Crossville Cruisers is wishing to discuss expanding the street closure to include a few more blocks. They reportedly had so many cars this year that they overflowed on to the side streets behind the barricades. The city expresses a concern about the September date as it is also the date of the airport fly in and security would be stretched thin if both events happened at the same time. This item was not placed for a vote on the November 12, 2019 meeting to give more time for consideration.

POTENTIAL CRITERIUM RACE FOR DOWNTOWN CROSSVILLE

Hurricane Cycles is requesting from the city to hold a Criterium race in downtown Crossville. A Criterium is a road bicycle race held on a closed circuit loop typically in downtown setting. In a typical race, riders will complete as may laps as possible inside

the time limit with the main rule being that if they are lapped by the leader, they will be pulled from the race by the race official. This event will be a Division 1 USA Cycling Sanctioned event which means pro teams will be traveling from across the entire state to fight for overall points towards a national ranking. Anticipated turnout for these events is between 200 and 300 visitors. The event is proposed to be held Saturday April 4, 2020 from 7 a.m. to 7 p.m. to run along with the Friday Crossroads event. The matter will not be placed on the November 12, 2019 meeting as final plans for the event will be presented at a later time.

BROOKHAVEN AND HIGHLAND LANE WATER LINE REPLACEMENT PROJECT

The City of Crossville sent out a rebid for a waterline Improvement project rebid on the Brookhaven and Highland Lane areas of the Crossville Water System. The low bidder for the project is Norris Brothers Excavating at $1,085,622.00 with Iron Wood Construction & Engineering, LLC submitting a bid of $1,277,625.00 followed by Hopper Excavating at $2,154,463. The engineer’s estimate valued the work at $1,073,167. The council will vote on which bid to accept next week at their regular meeting.

HANGAR LEASE AT CROSSVILLE AIRPORT FOR COMMERCIAL PURPOSES

The Crossville City Council reviewed a contract between the city and Johnny Presley for the lease of a hangar at the Crossville Memorial Airport. Presley is in the process of acquiring two Citation X jets and one King Air and would store the planes in the large hangar building. The rent would be $30,000 per year. Presley would also have to carry a minimum of $1 million in liability insurance to cover personal injury, death or property damage. He must also follow the Federal Aviation Administration regulations at all times while based at the Crossville Memorial Airport. This will not appear on the agenda next week as the city wants to have more coverage of the insurance policy in the contract. The large hangar was constructed at a cost of just over $1 million and the current policy is for $1 million. Also discussed is having a damage deposit added to the contract.

CROSSVILLE CITY MANAGER’S CONTRACT

The Crossville City Council reviews a contract for current city manager Greg Wood. Wood will get an annual base pay of $80,211. He will undergo performance evaluations and receive health, disability and life insurance benefits while being employed with the city. Wood will also get vacation, sick and executive leave time on an annual basis. The contract for Wood expires in March 2020 and if the council wishes not to renew his contract, they must start looking now for a replacement, The matter will be on the agenda for this Tuesday night for the council’s consideration (November 12, 2019). In a related issue, the council reviewed a request from Wood for Valerie Hale, city clerk, to serve as interim city manager while he was out starting October 28, 2019 for 5 to 10 days for shoulder surgery.

CONVENTION AND VISITORS BUREAU

The Crossville City Council at their upcoming meeting is expected to select individuals to serve on the convention and visitors bureau

PURCHASE REQUESTS REVIEWED BY CROSSVILLE CITY COUNCIL

A purchase quote in the amount of $7,015 was reviewed by the council for five Raptor radar units for the Crossville Police Department. Another quote for police equipment in the amount of $6,452.37 was reviewed. The city engineering department submitted a quote for a 2020 Ford Ranger 4 wheel drive truck in the amount of $25,762 from a dealership in Murfreesboro. These purchase requests will be voted on at the city council meeting November 12, 2019.

APPROVAL OF GRANT APPLICATIONS

The city council reviewed the request for grant applications for the 2020 Assistance to Firefighters Grant, a 2020 Alcohol Enforcement grant for the police department and a contract for the fiscal year 2019-2020 Three Star grant. These will be added to the city council regular meeting November 12, 2019 for a vote.

DISCUSSION ON MOBILE FOOD VENDORS

The city is looking at establishing an ordinance similar to the one in place in Cookeville for mobile food vendors that set up for special events. According to the ordinance, a “Mobile food unit (“MFU”)” is an enclosed unit, truck, trailer, pushcart, smoker or similar vehicle-mounted unit that:

(a) Is mobile or capable of being moved by a licensed motor vehicle;

(b) Is used for the preparation, sale, or donation of on-site prepared food; and

(c) Is not a pedestrian vendor.

“Special event” shall mean any event or gathering which occurs on City property including streets, sidewalks, rights-of-way, parks, parking lots or public facility or place under the authority of the City. These events include such things as parades, runs, sporting events, street festivals, shows or exhibitions. It shall be unlawful for any mobile food unit to operate within the corporate limits without first obtaining a permit in compliance with the provisions of this chapter and any other city ordinance.

The matter will not be on the regular meeting agenda as council members would like more time to research the issue.
