OUSTER COMPLAINT AGAINST CROSSVILLE OFFICIALS IS “UNFOUNDED”

An ouster complaint filed by a private citizen against two elected Crossville officials and the city’s marketing director has been reviewed by the ethics officer and found to be unfounded. City Attorney William Ridley acts as the city’s ethics officer. The complaint was filed by Steve Frank on City Council Members Pamela Harris and Danny Wyatt and Marketing Director Billy Loggins and accuses all three of wrongful and unethical violations while in office. Franks says that both Harris and Wyatt used Loggins as a go-between on matters which should have gone before the city manager. Complaints also lodged include private correspondence between Harris and Loggins, and accusations of Loggins using his city email for his private business. Franks also included copies of the emails used between the three, which are public record. In his reply to Frank’s complaint, Ridley cited grounds for ouster in Tennessee’s statutory law and says that, after reviewing the complaint and exhibits and conducting a preliminary investigation, he failed to find that the conduct in the complaint against the two city council members met the requirements set out in the statute. Ridley then declined to conduct a formal investigation or to begin ouster proceedings. He also asserted that all complaints lodged against the marketing director were administrative issues and as such, are outside the scope of his job as City Attorney.
