While on patrol, a deputy in Cumberland County recently observed an individual attempting to load a pickup truck left on side of a road near Highway 127 South and Miller Bypass onto a car dolly. The officer had knowledge of the actual owner of the vehicle from the day before. The report states the suspect, 29-year-old Harlan Clay Phillips of Crossville, told authorities he bought the truck but a tool (referred to as a “slim jim”) used to gain access into it was found inside. Phillips was arrested for burglary and theft of property.
