Early yesterday morning, Roane County deputies went to the 200 block of Black Hawk Drive in Ten Mile to conduct a welfare check. They had been advised a man at the residence had been flagged with an NCIC alert to use caution, and was restricted under an order of protection through the State of Louisiana.

Deputies noted a sign on the property displaying a hand pointing a handgun, and a caption warning, “Beware of the Owner.” Knocking at the door of a camper in the driveway, they encountered 58-year-old Richard Donald Kall, and asked to speak with the subject of the welfare check.

Deputies reported the woman in question “appeared very nervous and hesitant to speak in front of” Kall. They also reported an odor of alcohol coming from her.

Away from Kall, she told deputies Kall had begun beating her several days earlier. She said she sent her sister text messages asking for help. She requested a female deputy to witness bruises under her clothing. No female deputy was available, but deputies offered to take her to a safe location. She declined, saying she owned the property and didn’t feel she should have to leave.

When asked if there were weapons in the home, she said there was a sawed-off shotgun in the living room.

Deputies found the shotgun, loaded with five rounds of ammunition. A .22 rifle in another corner of the living room had no magazine.

Kall stated he and the woman had been together approximately two years and said she has a drinking problem. Kall said they had argued earlier, but denied that the argument turned physical. He further stated any bruises on her body were there as a result of her sexual preferences for biting.

Kall admitted that he had served eight years in Angola (Louisiana State Penitentiary) for solicitation of murder, in which a  former spouse was the victim. Kall said both of the firearms and numerous knives in the camper all belonged to the woman.

She claimed ownership of the shotgun, but said Kall gave her the shotgun.

Deputies determined there was probable cause to believe Kall was in unlawful possession of two weapons, one of which was loaded. He was arrested without incident and charged with unlawful possession of a weapon. Kall was transported to the Roane County Detention Facility. A Mossberg 12-gauge shotgun and a Ruger .22 rifle were seized.

The woman was returned to her residence, advised to contact the court in order to seek her own charges if she disagreed with investigative findings, and was advised of her right to seek and Order of Protection.

Calls to the district attorney’s office and the criminal court in Jefferson Parish, Louisiana, confirmed Kall entered a guilty plea to solicitation of murder and was sentenced to 10 years in prison.
