TENNESSEE LAUNCHES “OPERATION BLACKOUT” TO ENFORCE STRICT HALLOWEEN RESTRICTIONS FOR SEX OFFENDERS

The Tennessee Department of Correction (TDOC) is rolling out “Operation Blackout” this Halloween season to provide heightened supervision for registered sex offenders whose crimes involved minors.
Under the initiative, probation and parole officers will actively monitor offenders to ensure they comply with strict holiday restrictions, which include:
  • Turning off porch lights and keeping front doors closed to avoid trick-or-treaters.
  • Banning the distribution of candy, treats, or gifts at any residence.
  • Prohibiting costumes, holiday decorations, and the hosting or attending of Halloween parties.
  • Restricting visits to family-friendly fall activities such as corn mazes, haunted houses, hayrides, or any gatherings where children are present.
“We want families to enjoy Halloween knowing we’re doing our part to help keep the community safe,” said Chris Hansen, TDOC’s Assistant Commissioner of Community Supervision.
Tennessee currently has more than 26,000 registered sex offenders, with 4,400 under active TDOC supervision.
