COCKE COUNTY DEPUTIES ARREST SUSPECT IN 2ND DEGREE MURDER CASE
An arrest has been made in the death of a Cocke County man. Authorities charged 29-year-old Travis Rines with the second degree murder of 48-year-old Eugene Ottinger. Rines turned himself in Tuesday morning. According to investigators, both men had been drinking before getting into a physical confrontation. Rines says it was self-defense and that he was only defending himself. Rines, who was on probation, fled the scene at the time. Deputies say that his probation officer talked him into giving up.
