The Roane County Sheriff’s Department released a copy of the warrant this morning regarding the arrest yesterday of Harriman City Councilman Brian Frost.

The summary of the incident by the arresting officer Brian Thurman is as follows:

“This is a summary, not verbatim or an entirety of my actions or observations:

On April 6. 2021 at approximately 04:40 hours, I was dispatched to 409 Cumberland Street for a domestic. I was advised by dispatch that the victim was an adult female (identity will not be revealed in this story) and she was assaulted by Brian Frost, who owns Mr. Clean Carwash. I was also advised that she may need medical help. Upon arrival, I knocked on the door several times. I was then met by the victim and immediately observed blood on her shirt. I asked her where she was bleeding from and she advised me it was not her blood. I also observed a knot on her forehead, bruising on her chin and a bruise on the side of her neck. She was reluctant to speak about the assault at first, but after talking with her she explained her side of the story. She said she and Frost were in an argument for the last two days. She went to Frost’s business (Mr Clean Carwash) to get some her belongings. During that time, Frost got angry and started throwing things and breaking things in his shop. She stated Frost hit her several times in the face with his hand, choked her and threw her to the ground in broken glass. The bruising on her neck was indicative of being choked. The contusions I observed near both eyes, cheek and forehead was indicative of being hit in the face. While I was speaking to the victim, another officer responded to Mr. Clean Carwash to speak to Frost. The officer reported Frost told him nothing happened. I then went to the business and asked Frost to get out of his truck. Frost then asked was he under arrest. I read Frost the Miranda Rights before I asked him any questions. He agreed to speak to me without an attorney present. Frost claimed the victim showed up to his business and started tearing pictures off the walls causing a scene. He also admitted he lost his cool and busted out windows and other items in his shop. I asked Frost about the bruising on the victim’s neck and face and he stated he did not hit her. Frost added she has made allegations of assault against her ex-husband in the past. A worker of Frost who lives on scene stated he heard the two arguing then left. When he returned, he helped Frost clean up the mess. Due to the totality of the circumstances, I placed Frost under arrest for aggravated domestic assault. He was transported to the Roane County Detention Facility without incident. This occurred in the City of Harriman, Roane County, Tennessee.”

The City of Harriman released the following statement:

“After consultation with District Attorney General Russell Johnson’s Office regarding the events of April 6, 2021 involving Councilman Frost, just like any other citizen, Harriman City Councilman Frost is entitled to the due process of the legal system. The Harriman Police Department responded to a call for service. The officers on the scene made their determination as to their analysis of the situation and the evidence before them. The narrative in the arrest warrant, which is of public record once it has been filed, speaks for itself. All of the allegations made in the warrant are just that, allegations at this point. Anyone who is arrested on a criminal charge is entitled to their constitutional rights and their day in court, including the presumption of innocence until convicted.”

Frost is scheduled to make his first appearance on the charge in Roane County General Sessions Court August 3, 2021.
