At Monday night’s Cumberland County Commission meeting, commissioners approved seventeen resolutions, including sales of three delinquent-tax properties and measures concerning multiple budget line items.

All budget-related resolutions had received prior approval from the Budget Committee and required a roll-call vote.

The final resolution established a 25 mph speed limit on Grassland Road. Four citizens spoke during the public-comments section of the meeting – two in favor of the resolution and two against.

According to Cumberland County Mayor Allen Foster, unless a speed limit is posted, the default speed limit on county roads is 55 miles per hour.

All seventeen resolutions passed unanimously, 17-0. John Patterson was the only commissioner absent. The resolutions are detailed at the end of this story.

County Finance Director Nathan Brock also presented his monthly financial report. Year to date, sales-tax collections through February were $5,799,895. February receipts were $780,552. For the year, collections are approximately $166,000 above budgeted projections.

Property tax collections are at 96.3% of budget, up from 91.7% this time a year ago.

Hotel/Motel collections stand at $489,763 year to date, down from $502,980 last year at this time. That represents 55.3% of the annual budgeted income.

Over seven months’ time, prisoner boarding, which is received sporadically from the State, is at $407,940, or 65.8% of budget.

Ambulance collections were above budget at $376,122. The EMS billing backlog has been caught up, so the $302,095 deficit for the year should begin closing.

County Attorney Philip Burnett had nothing new to report, beyond what was discussed during a closed-door session earlier that evening.

RESOLUTION 03-2019-1 Regarding Equal Employment Opportunity Commission Conciliation. This authorizes the county mayor to negotiate with the EEOC regarding discrimination complaints against Cumberland County.

RESOLUTION 03-2019-2 To accept offer of Patrick Graham to purchase property owned by Cumberland County. The Delinquent Tax Committee approved an offer of $455 for the purchase of this property. This returns to the tax rolls property removed for nonpayment of taxes for several years.

RESOLUTION 03-2019-3 To accept offer of Micheal Matthews to purchase property owned by Cumberland County. The Delinquent Tax Committee approved an offer of $525 for the purchase of two parcels. This returns to the tax rolls properties removed for nonpayment of taxes for several years.

RESOLUTION 03-2019-4 Budget Amendment, General Fund, Register of Deeds, $3,000. This amendment transferred funds from the Register of Deeds Technology Fund to improve broadband access.

RESOLUTION 03-2019-5 Budget Amendment, General Fund, Other Public Health and Welfare-Animal Shelter, $3,896. This approves receipt of donations to the animal shelter.

RESOLUTION 03-2019-6 Budget Amendment, General Fund, Circuit/Sessions Court, $4,500. This budget amendment transfers funds from the Circuit/Sessions Court to improve technology in the Circuit Court Clerk’s office.

RESOLUTION 03-2019-7 Budget Amendment, General Fund, Sheriff’s Department, $13,000. The resolution accepted grant funds from the TBI Dangerous Drugs Task Force Heroin/Opioid Investigation Overtime Program to help offset overtime and comp time for the Sheriff’s personnel while assisting in drug-related investigations.

RESOLUTION 03-2019-8 Budget Amendment, General Fund, Local Health Center, $20,000. The Health Department received state funds to help build healthy, active environments.

RESOLUTION 03-2019-9 Budget Amendment, Sanitation Fund, Recycling Center, $37,000. The Solid Waste Department needs to replace a forklift. This resolution transfers funds for the forklift from the Sanitation Fund Balance.

RESOLUTION 03-2019-10 Budget Amendment, General Purpose School Fund, Nursing Reimbursement Program, $5,686.42. The Board of Education has contracted with Stellar Therapy Services to process insurance claims on nursing services for students. That program has generated revenue, and this resolution accepts that revenue.

RESOLUTION 03-2019-11 Budget Amendment, General Purpose School Fund, Read To Be Ready Coaching Grant, $10,000. The BOE received a Read To Be Ready grant for reading supplies.

RESOLUTION 03-2019-12 Budget Amendment, General Purpose School Fund, Crab Orchard Furnishings, $81,600. The BOE has excess funds from the E-Rate program and requested their reallocation toward furnishings at Crab Orchard Elementary School.

RESOLUTION 03-2019-13 Budget Amendment, Central Cafeteria Fund, $3,500. The BOE received funds from Southeast United Dairy Industry Association, Inc./Fuel Up to Play 60 Program for the summer meals program.

RESOLUTION 03-2019-14 Budget Amendment, Central Cafeteria Fund, $4,500. The BOE received a USDA grant. This resolution accepts those funds.

RESOLUTION 03-2019-15 Budget Amendment, Central Cafeteria Fund, $12,299. The BOE received a USDA grant to minimize charges incurred for storage and distribution of USDA foods from state-contracted warehouses.

RESOLUTION 03-2019-16 Budget Amendment, Central Cafeteria Fund, $45,000. The final BOE budget amendment also dealt with a USDA grant for replacement of a conveyor-style dishwasher at South Cumberland Elementary School.

RESOLUTION 03-2019-17 To set the speed limit on Grassland Road, a road on the Official Road List of Cumberland County, Tennessee. The resolution reduced the speed limit on Grassland Road to 25 mph.
