Late yesterday, a man turned himself in to Roane County deputies on a charge of child abuse. Officers say the identity of 34-year-old James Henry Lowery was verified on the warrant out of general sessions court and he was processed in the jail. No further information regarding the circumstances of the charge was initially released.
