A Roane County man has been charged with a sex crime against a child. Officers say 52-year-old Chester Phillips of Oliver Springs reportedly sent a pornographic video to a 13-year-old girl. Phillips allegedly told officers he sent the video by accident to the victim on Messenger back on October 26 of this year. Phillips was processed at the Roane County jail and later released on bond. He will appear in Roane County General Sessions court on the charge next month.
