Monroe County Deputies have again arrested a man who was charged with trying to arrange sex with a minor earlier this week. Justin Kyle Phelps posted bond after he was charged with solicitation of a minor, aggravated statutory rape and violating the Sex Offender registry. Phelps now faces two additional charges brought to light by the Internet Crimes Against Children Task Force. They relate to more charges against the Sex Offender Registry and perjury. Phelps is currently in the Knox County Jail and authorities continue their investigation into the possibility of additional victims.
