GOVERNOR TALKS TRANSPORTATION PLANS IN “STATE OF THE STATE” ADDRESS

During his State of the State address Monday night, Gov. Bill Haslam talked transportation. The governor talked of the $10 billion backlog of road and bridge projects in the state and how his proposed IMPROVE Act would address the issues. Haslam’s plan calls for a seven cent increase in the gasoline tax with a 12 cent increase on diesel fuel. In exchange, he proposes to cut grocery taxes by $270 million, along with cutting taxes in stocks and bonds and for new manufacturers looking to locate here. Tennessee’s flat tax gas tax of 21.4 cents per gallon has not been revised since 1989. Haslam also talked about his plans to make Tennessee the first state in the nation to offer all adult residents without a degree access to community college free, and at no cost to tax payers. He also plans to raise teacher’s pay, add to the state’s reserve funds and encouraging a broadband initiative to encourage companies to increase internet access to rural areas.
