RHEA COUNTY COUPLE ALLEGEDLY — USED DOG HARNESS TO RESTRAIN 5-YEAR-OLD TO FLOOR

A man and woman in Rhea County are now charged with aggravated child abuse. Officers say the 5-year-old victim’s mother, 39-year-old Monica Hall, and her boyfriend, 42-year-old Dennis Couch, allegedly restrained him to a bolt in the middle of the floor at their Strader Road home in Evensville using a medium-sized dog harness attached to a 3 foot long man’s belt, and fastened with electrical tape. After getting a tip that the boy was being abused, officers went to the home and found enough evidence to arrest the couple. Police say other children were in the home at the time. The Department of Children’s Services removed the children from the home. District Attorney Mike Taylor says the boy was “particularly vulnerable” because he has a mental disability that renders him mostly non-verbal. The boy had bruising on his face. A detective said for several hours, off and on throughout the past couple or three months, sometimes overnight. Hall and Couch allegedly fastened him to the harness. Hall is being held on a $100,000 bond at the Rhea County Jail. Couch is held on a $125,000 bond. Both are scheduled to appear in Rhea County General Sessions Court for an initial appearance June 20.
