A Cookeville man has been charged with child abuse in Cumberland County. Deputies responded to the 5400 block of Highway 70 North where 41-year-old Stephan Randy Allen supposedly struck a 7-year-old child in the face in a vehicle then took off in the car while the child was hanging out of an open back door. Despite Allen telling officers he never turned around towards the child in the vehicle, a deputy noted the crying child with a large red mark on the left side of her face. The report indicated that the child told officers “my dad hit me.” Allen was taken to the Cumberland County jail and initially placed under $5,000 bond.
