Oak Ridge Police have a man in custody who allegedly held a 9-year-old girl hostage Thursday night. The suspect, 36-year-old Robert Foreman of Oak Ridge, was held up inside a house at 101 Norton Rd. Police were called to the location around 6:30 for a domestic call. Norton was inside of the home with a rifle, the girl and a woman, whom officers were able to help escape. When contact was made with Foreman, he threatened officers and refused to leave. A perimeter was established and the area closed off. SWAT and tactical teams were called in and began negotiating with Foreman who peacefully surrendered after about an hour. He was taken to the Anderson County Jail and charged with aggravated assault. No one was injured in the incident which is still under investigation.
